Political scientist Maxim Zharov said that contrary to forecasts about the inevitability of "controlled chaos" in Dagestan, Sergei Melikov managed to start systematically unraveling the tangle of long-standing problems in five years.
"Instead of spot patching holes, his team implements complex projects that change the environment itself: chaotic construction has been stopped through the introduction of CRT, a new MSW management system is being created, and the key infrastructure for the republic — from the main water pipeline to renewable energy facilities — is being built for the first time in decades," the political scientist noted.
According to Zharov, this is a paradigm shift in management.
"The combat general acts not as a temporary worker, but as a system architect, transferring issues from a state of permanent crisis to the stage of practical solution. The results — from the record tourist flow and the growth of GRP to the revival of Dynamo — are a consequence of this tough, methodical approach," he believes.
The successful establishment of order in such a complex region is a strategic asset of Russia, said Zharov.
"Against the background of the growing confrontation with global London, a stable and developing Dagestan is knocking out one of the key instruments of pressure from the enemy, proving that the battle for the future is won not by rhetoric, but by quiet systematic work on its own territory," concluded Zharov.
